H.B. Stuart, Arkadelphia to Governor Harris Flanagin

Stuart writes to Flanagin that if he has to resign as a judge in Clark County, he will turn down the commission of captain.  He says he is willing to do both, although he has doubts about the success of it, but won't give up being a judge for a commission.  He says he currently has medical problems with his eyes and his doctor will not allow him to travel.  Stuart was a circuit court judge from Clark County.
